8/19/2022 - 8.19 TOWN UPDATE Dear Fairfielders, It's hard to believe August is nearly over and our students will be heading back to school at the end of the month. I hope you were able to take advantage of the many wonderful summer activities our Parks & Recreation Department offers our community with your friends and family. There is still time to take part in live music on our Sherman Green during warm summer evenings or simply have some fun on a Sunday night making s'mores on the beach by a bonfire at Lake Mohegan on August 21st, 5:00 – 6:00 PM. Whatever you choose to do, I hope you take some time to enjoy these final weeks of summer with your family. TOWN GOVERNMENT NEWS REVISING OUR TOWN CHARTER On August 11th, the Board of Selectmen (BOS) took its final action and voted on the Charter Revision Commission's (CRC) recommendations to revise the Town Charter. You can watch the Board of Selectmen's final meeting here. This November, the question of whether or not to approve the revised charter will be on the ballot. The Charter Revision language that will appear on the ballot will be as follows: Shall the Town of Fairfield Charter be reorganized to: (A) make it easier to use and understand; (B) modernize language and references throughout; (C) update and expand definitions; and (D) make substantive changes, including but not limited to the following: (1) uniform standards of conduct, civility and operations; (2) streamlined budget and contract approval procedures; (3) allow for greater competition in Board of Education elections; (4) modify Board of Selectperson vacancy process; (5) codify the current forty-member RTM with ten districts; (6) appointment of Constables; (7) codify the positions of Town Administrator and Chief of Staff; (8) modify residency and qualification standards for certain department heads; (9) update the Board of Library Trustees responsibilities; and (10) amend the process for updating the Town Seal. Per State Statute, towns are recommended to review and update their town charters every ten years. As you may recall, the CRC began its work last September carefully reviewing the entire Town Charter that hasn’t been revised since 2006, nearly 16 years ago. However, the 2006 Charter Commission was only directed to review and revise several specific areas of the Town Charter. The last time Fairfield's Town Charter, which was established in 1947, was completely reviewed and revised was in the 1970s under First Selectman John Sullivan. Our Town has changed dramatically in the past 50 years in many ways. Most notably, our Town has seen a large increase in population and the age of the internet and e-mail, along with many other technological advances, that are more prominently used in government, business and personal use. The Town Charter is the foundation that guides principles for governance, its powers and functions, and essential procedures for our Town government. I want to thank the residents who provided input and valuable feedback for the CRC and the BOS to help complete this important work. In the coming weeks and months, I will share helpful information with our residents on the details included in the revisions that I believe will be very helpful in guiding our Town's elected officials and government in a more user-friendly and updated document that is reflective of the needs of today's Fairfield Town governance. Charter Revision Website SMOKE TESTING ADVISORY Wright-Pierce, on behalf of the Town of Fairfield Water Pollution Control Facility, will be conducting sanitary sewer surveys that will involve smoke testing of the sewer pipes in neighborhoods during the weeks of August 15th, August 22nd, and August 29th, 2022. SMOKE TESTING: "SMOKE TEST" survey will assist our inspection crews in locating breaks and defects in our sewer system. The work includes blowing non-toxic smoke into the sewer collection system through the manholes. You may see smoke coming from the vent stacks and downspouts on houses, from holes in the ground, or from catch basins and drains. The smoke is NON-TOXIC, NON-STAINING, HAS NO ODOR, IS WHITE TO GRAY IN COLOR AND CREATES NO FIRE HAZARD. The smoke should not enter your home unless you have defective plumbing or dried-up drainpipes. It's recommended that you pour a gallon of water into each drain in your household prior to this testing. If smoke enters your home or business during the testing, this is a good indicator that sewer gases may also be entering your home or business. Please notify our work crews on site or Katie Kinkade at Wright-Pierce at (860) 852-1905. IMPORTANT! If you feel there may be a concern with individuals in your home or business who have respiratory problems or are immobile, please contact Katie Kinkade at Wright-Pierce at (860) 852-1905 when you are notified of this upcoming testing. CONSERVATION DEPARTMENT PHOTO CONTEST Later this fall/early winter, the Conservation Department will be relocating to the first floor of Sullivan Independence Hall. The department's staff is asking for your help in decorating their new office space with your photos of our Town's conservation areas. Contest Rules: Photographs submitted must be taken within the Town of Fairfield. Photographs submitted shall be of natural resources/landscapes related to this Department’s charge. For example: open spaces, inland or tidal wetlands, streams, shellfish, wildlife, plants, etc. Each person may submit up to ten total images. Images shall be submitted in JPEG or PNG formats no larger than 8MB via email at conservation@fairfieldct.org. Up to fifteen images will be selected by Department staff to be printed on canvas and hung in the office. OUTDOOR DINING The Fairfield Economic Development Commission is proposing changes to the Town’s Zoning Regulations to support our local restaurant industry and to allow for expanded outdoor dining opportunities. The overall intent of these changes is to make it easier for restaurants to establish and expand outdoor dining opportunities and to lessen parking requirements for doing so. The Economic Development Commission intends to re-submit a proposed text amendment application to the Town Plan & Zoning Commission this fall. Residents may also sign the petition at several participating restaurants, including Centro, The Stand, and Bonda. The deadline to sign is September 6th. WPCA COMMISSION | SEWER USE FEES The WPCA Commission voted on new sewer use fees at this past Tuesday's meeting. The new sewer rate for Fiscal Year 2022-2023 is $4.85 per CCF and an annual minimum charge of $150. These rates will go into effect on August 15, 2022. A property owner's estimated annual water consumption is calculated using Aquarion Water Company's consumption data from approximately December 1st of the prior year through April 30th of the year billed. The five months of data is then multiplied by 2.4 to approximate a full year (twelve months) of consumption. The measurement period selected eliminates usage for watering lawns, pool filling, etc. Consumption is measured in CCFs (one CCF = 100 cubic feet of water or 748 gallons). The Town of Fairfield purchases actual consumption figures from Aquarion. Your individual consumption history can be found on your Aquarion bill. COMMUNITY NEWS FAIRFIELD LITTLE LEAGUE Fairfield American had a major 3-1 win against Rhode Island in the first game of the Little League World Series Regional Tournament. The team faced a loss to NY Massapequa Coast LL 7-5 and to New Jersey Toms River East 3-1 in the Metro Region semifinal game, taking the team out of the finals. Win or lose, this is an experience these boys will never forget! I want to express how proud I am of the team for the hard work and commitment they have put into this season. It is extremely impressive how far they made it into the tournament, and I know they will have the same drive as fall baseball season begins in the coming months. Photos from Fairfield Amerian's Facebook post CONNECTICUT SHELLFISH PRESERVATION On August 8th, the Town of Fairfield Shellfish Commission hosted a Connecticut Shellfish Restoration celebration and press conference. The Shellfish Commission welcomed Lieutenant Governor Susan Bysiewicz, members of USDA, NOAA, CTDEEP, DOAG, UCONN, Bureau of Aquaculture, The Pew Charitable Trust, State and local representatives and community environmental groups. The conference focused largely on the oyster restoration efforts in Ash Creek and the new Connecticut Shellfish Restoration Plan. This plan is intended to foster the preservation of shellfish beds in Long Island Sound. I want to sincerely thank Fairfield's Shellfish Commission and Conservation Director Tim Bishop for donating their time to the betterment of our environment and the preservation of our historical coastal lands. GUSTAVE WHITEHEAD | FIRST IN FLIGHT The Town of Fairfield proudly joined the City of Bridgeport to honor and recognize the 121st anniversary of Gustave Whitehead’s historic “First in Flight” which took place August 14, 1901, prior to the 1903 flight of the Wright Brothers in Kitty Hawk, North Carolina. Whitehead, who had lived in both Fairfield and Bridgeport, performed preliminary flight tests from May through July of 1901, in Bridgeport’s West End and the surrounding towns of Fairfield and Stratford. On August 14, 1901, Whitehead invited the press to watch him fly the world’s first, successfully manned, powered aircraft. He left Bridgeport around midnight and drove his plane, the “Condor No. 21”, to Turney Farm in Fairfield. Whitehead took off at dawn, flying half a mile at a height of up to 50 feet before smoothly landing in the area about ½ mile northeast of what is now Jennings Beach. After this unprecedented flight, Whitehead continued to make short flights before developing a more robust diesel engine, naming his new plane “No. 22” and piloting longer flights. He made a circular flight between Charles Island off Milford, Connecticut and Bridgeport in January 1902. The history-changing events of Whitehead's pioneering achievements resulted in the world’s foremost authority on aviation history, Jane’s All the World’s Aircraft, formally recognizing Whitehead based on the total evidence, for making history's first flight in a heavier-than-air aircraft. The Connecticut State Legislature then officially recognized Whitehead, the “Father of Flight,” predating the Wright Brothers’ flight when both the House and Senate unanimously approved a bill that was signed into law by the Governor and took effect on June 26, 2013. The Fairfield Museum has the largest Gustave Whitehead archive in the United States and currently has an exhibit on him in their library. Kupchick Fairfield First Selectwoman COVID-19 UPDATE The CDC uses “Community Level” indicators, which focus on the presence of severe illness as indicated by hospitalization-related data to determine prevention steps. COVID-19 cases are holding steady in Fairfield over the last several weeks and Fairfield County is currently in the CDC’s “Medium” Community-level category, with all counties in CT being in the “Low” or "Medium” categories. The Health Department recommends residents follow the CDC guidance, which includes talking to your provider about wearing a mask and other precautions if you are high-risk, staying up to date with vaccination, and getting tested if symptomatic. For vaccination locations, there are numerous sites available in Fairfield and nearby, as well as daily walk-in clinics in many Towns. There are 10 COVID testing sites in Fairfield under contract to offer no-out-of-pocket cost testing to CT residents. If you are experiencing COVID-19 symptoms or have tested positive for COVID-19, you may be eligible for oral COVID-19 medications. From August 13th through October 8, 2022, the public can view the new show from the Bruce S. Kershner Art Gallery Committee at Main Library. “Poetic Journeys” features the work of local artists Kristin Ambrosi, Zvi Goldman, and Steve Magee; the exhibit can be viewed during regular Library hours. FPL’s Town-wide Summer Reading Challenge has officially concluded! 334 adults, 441 teens and 1,716 children participated in our Challenge, which this year had the theme “Fairfield”! Children who participated can keep adding to their reading log until August 26th; prizes will be awarded as supplies last. Now on view: The Lure of the Garden: The Enduring Desire to Work and Shape the Land Whether for pleasure or practicality, humanity’s relationship with the soil has sustained since we quite literally planted roots as a species over 6,000 years ago. The Lure of the Garden invites visitors to explore the enduring desire to shape and cultivate the land, from the propagation of the “three sisters” – corn, beans, and squash – by Native Americans, to garden clubs, war-era Victory Gardens, and community and pollinator gardens. With materials dating back to the 1500s, the Monroes and the Wakemans, founders of the library, sought to curate a collection that would be democratic — of use to all classes of society from the financier to the farmer. Pequot Library’s Special Collections reflect the changing tastes, styles, and purposes of gardens, as well as their enduring lure.
